PORT KLANG: Transport Minister Datuk Seri Ong Tee Kiat defended the conduct of his predecessors in the development of the Port Klang Free Trade Zone (PKFZ) but said he might have done things differently.

Former transport ministers Tun Dr Ling Liong Sik and Datuk Seri Chan Kong Choy issued four support letters to the Malaysian International Merchant Bankers Bhd, Pacific Trustees Bhd and Malaysian Rating Corporation confirming the purchase of land by Port Klang Authority (PKA) and four development agreements.

The issuance of these letters had been questioned in Dewan Rakyat by members of parliament who asked whether it was proper conduct for ministers.

Ong reiterated yesterday that a letter of support merely confirmed that a contract exists and was not a letter of guarantee.

“You are asking me to comment on my predecessors. In all fairness, this was at their discretion at that time, perhaps due to whatever reasons or circumstances.

“If you were to ask me, I might have my own views. I might not do it but that doesn’t mean that what I said or what I chose is the Gospel truth,” Ong said.

On May 28, 2003, Dr Ling issued a letter of support confirming the purchase of land by PKA for Mega Distribution Hub project to the Malaysian International Merchant Bankers Bhd and Pacific Trustees Bhd.

Chan issued three support letters from 2004 to 2006 to the Malaysian Rating Corporation to confirm the development agreement.

“Like I said in Parliament, a support letter is just to confirm that there is such a project.

“My job is not to comment on past value judgments but to enumerate exactly what had taken place,” he said.

PKFZ executive chairman Lim Thean Shiang said: “Having gone through the letters, they basically confirmed the contract entered into by relevant parties and gave no guarantee at all.

“I’m sure only the Finance Ministry has the authority to do so (issue letters of guarantee).”

PORT KLANG: After nearly 20 months of silence, Port Klang Free Zone yesterday defended the “high” purchase price of land and the termination of the previous managers, Jebel Ali Free Zone (Jafza).

PKFZ executive chairman Lim Thean Shiang said at a press conference here that the price of RM25 per square foot paid to Kuala Dimensi Sdn Bhd for the project’s 404.7 hectares was “justified”.

Kuala Dimensi had reportedly bought the land for RM3 from a fisherman’s cooperative.

“The initial offer was RM28 per square foot but we brought it down to RM25.

“We feel that it is a reasonable price as it includes infrastructure and given the holding period.

“If you look at the land price in the surrounding area, it is about RM21 per square foot,” Lim said.

Transport Minister Datuk Seri Ong Tee Keat, who was at the press conference, said whether the government paid too much for the land would only be known once PriceWaterhouseCooper’s (PWC) cost analysis was done.

PWC was appointed independent auditor for the PKFZ project, including the land purchase, whose pricing became an issue when it became public.

On the termination of Jafza as project managers, Lim said it was due to “different expectations” between the Dubai company and Port Klang Authority.

Jafza, he said, was hired to help promote and market the PKFZ, and to capitalise on its expertise and contacts to bring in investors.

“Sadly, the investors did not come in even after two years and we decided to take over promotion and marketing.”

He said Jafza was also not aware of the government’s policies.

“For example, they wanted to give a tax holiday of 50 years to investors but Malaysia’s policy is only to give 10 years.

“They also wanted full autonomy to run PKFZ but this clashed with the government’s intentions as we are subject to certain procedures, such as going through the Customs Department and other agencies.

“Jafza thought that they could duplicate Jebel Ali (in Dubai) here at PKFZ but that cannot happen so we decided to terminate our contract with them.”

He denied accusations that the project was hamstrung by political interference, excessive red tape and vested interests as alleged by Jafza.

Lim insisted that they parted ways amicably.

Ong said claims of tax evasion attempts, and abuse of power by politicians and officials overseeing the project would also only be answered after PWC submitted its report.

He, however, defended the conduct of his predecessors, Tun Dr Ling Liong Sik and Datuk Seri Chan Kong Choy.

To counter accusations that PKFZ was a white elephant which tax payers had had to bail out, he released figures to show that it had been steadily getting investors since March.

Ong said his ministry was confident that the project would re-coup its RM2.94 billion cost (for land and construction) and that PKFZ could service its RM4.632 billion loan.

After a change of management in May and up to last month, he said, PKFZ had signed on 58 clients who had brought in RM974 million in investments.

KLANG: The Government was not able to acquire land for the Port Klang Free Zone (PKFZ) at a cheaper price because a development order had already been issued on the land.

By ROYCE CHEAH

KLANG: The Government was not able to acquire land for the Port Klang Free Zone (PKFZ) at a cheaper price because a development order had already been issued on the land.

As a result, the 404ha piece of land had to be bought at RM25 per sq ft (with infrastructure) as opposed to RM10.16 per sq ft (barren land) from Kuala Dimensi Sdn Bhd (KDSB).

According to the report on the chronology of PKFZ development released Sunday, the Finance Ministry had instructed the Port Klang Authority (PKA) and the Transport Ministry to acquire the land using the Land Acquisition Act as the initial offer of RM25 per sq ft was too high.

However, the Selangor state government, then under Barisan Nasional rule, rejected in Aug 2001 the application to acquire the land because of an existing development order issued to KDSB in 1997.

The valuation in both instances was done by the Valuation and Property Services Department.

The infrastructure to be built by KDSB, according to the chronology, consisted of land filling works, building drains, roads, bridges, pipes and providing water supply.

KDSB’s first proposal to the government was in Jan 1999 for a price of RM28 per sq ft (with infrastructure).

The Government had agreed then that the land was needed to further improve Port Klang and negotiations continued until Nov 2002 when the land was bought at RM25 per sq ft.

The total paid by the PKA to KDSB for the land eventually amounted to RM1.088bil to be paid over 15 years.

A support letter was issued later by former Transport Minister Tan Sri Ling Liong Sik to Malaysian International Merchant Bankers Bhd and Pacific Trustees Bhd confirming the land purchase.

Former Transport Minister Datuk Seri Chan Kong Choy also issued three support letters to the Malaysian Rating Corporation Bhd at each stage where PKA signed agreements with KDSB.

These agreements were for KDSB to develop PKFZ and amounted to RM2.25bil.

When asked about these letters, PKA general manager and chief executive officer Lim Thean Shiang, who had seen the letters, said one of the clauses in the letters said that it was “explicitly or implicitly not a guarantee letter.”

The last entry of the 22-point chronology was that PKA has since paid RM1.378bil to KDSB for the PKFZ project.

KUALA LUMPUR: For only the second time in its history, an MCA deputy president will not be seeking re-election.

Nine years ago, Datuk Seri Lim Ah Lek did not contest the Bentong seat because he “wanted to retire from public life”. But it became known later that the retirement was forced on him due to differences with the then party president Datuk Seri Dr Ling Liong Sik.

Yesterday, MCA deputy president Datuk Seri Chan Kong Choy, who counts Lim as his mentor, cited health as the reason for not offering himself as a candidate for the Selayang parliamentary seat.

“It has nothing to do with the PKFZ (Port Klang Free Zone),” he said, adding that he made the decision eight months ago.

“I could not announce it sooner as I was the election committee chairman.”

Selayang division vice-chief Lee Li Yew will replace Chan.

Chan felt it would have been remiss on his part to announce his plan earlier when the party was counting on him to prepare the party machinery.

Chan vowed to work hard to ensure that the party did well at the general election.

MCA president Datuk Seri Ong Ka Ting said he accepted Chan’s decision “with a heavy heart”.

“I tried to persuade him to stay but he was adamant,” he said during a press conference to announce the party’s parliamentary candidates yesterday.

Ong said up till yesterday, he had put down Chan as a candidate for the Selayang constituency.

“But he told me that even if the prime minister endorsed his candidature he would not stand,” he said.

Meanwhile, Ong announced that the party would contest 40 parliamentary seats, of which 22 will be by new faces.

“We are retaining 16 incumbents. There are 12 newcomers, 10 who are moving up from state to parliament and two who had lost in the previous contest.”

Ong said the candidates were a mix of experience and youth as part of the party’s rejuvenation programme.

Among the new faces are Carol Chew Chee Lin (Seputeh), Professor Hou Kok Chung (Kluang), Song Choy Leng (Bagan), Ong Tang Chuan (Bukit Mertajam), Datuk Ling Hee Leong (Gopeng), Liew Mun Hon (Ipoh Timur) and Cheah Yoke Can (Batu Gajah).

Among those moving up from state to parliament seats are Datuk Lee Hwa Beng (Kelana Jaya), Ch’ng Toh Eng (Klang), Wee Jeck Seng (Tanjung Piai) and Hoo Hee Lee (Serdang).

Those making a second attempt are MCA secretary-general Datuk Ong Ka Chuan (Tanjung Malim) and Datuk Dr Lee Chong Meng (Bukit Bintang).

PORT Klang Free Zone (PKFZ) revealed a new logo on Nov 28 to refresh its image, symbolising a renewed commitment to making the initiative a national success story.

The new logo constitutes three green waves, symbolising PKFZ’s connection to the surrounding maritime ports and each representing the key benefits of Speed, Integration and Connection. Forming a circle, the logo’s shape represents continuous trade, global reach and endless connections.

Transport Minister Datuk Seri Chan Kong Choy, who unveiled the logo, said `the new logo is about the opening of a new chapter for PKFZ. It’s about change, about adapting to a dynamic business environment.’

Since its opening in November last year, 39 companies involved in manufacturing, distribution of equipment and parts for various industries, trading and logistics have invested RM729 million in PKFZ, generating 888 job opportunities. PKFZ is in further negotiations with 55 companies with a potential investment value of RM610 million. This is targeted to be achieved by the end of 2008 and is expected to create some 20,000 new jobs.

PORT KLang Free Zone Sdn Bhd (PKFZ) is still in discussions with the Finance Ministry to sort out the repayment scheme of its RM4.6 billion soft loan and is confident that it can repay the loan.

“The life span of the project is long enough, between 50 and 60 years, but definitely we won’t take that long (to repay the loan),” Minister of Transport Datuk Seri Chan Kong Choy said after the launch of the free zone’s new logo in Subang yesterday.

He said his confidence was bolstered by the fact that in such a short period, PKFZ has managed to bring in 39 investors who have invested RM729 million in the free zone so far.

“In my mind, the controversies surrounding PKFZ have been resolved and it is now time to move on and not talk about the past,” Chan said.

He said in his speech during the launching ceremony that PKFZ is a bold and visionary concept and the government is committed to making PKFZ a success.

PKFZ chairman and Port Klang Authority general manager O.C. Phang said the new logo is to comply with intellectual property rights laws, with the withdrawal of Jebel Ali Free Zone from the project, and to reflect the new management vision for the free zone.

PKFZ also signed agreements with EFE Expo Sdn Bhd and the Small and Medium Industry Association Malaysia.

Under the agreements, EFE Expo is committed to taking up a 200,000 sq ft commercial space in PKFZ and the SMI Association agreed to jointly promote the free zone among its members.

EFE Expo is a Johor-based company which manages the annual export furniture exhibition for the Malaysia Furniture Entrepreneur Association.

Meanwhile, Chan said the government is close to awarding the Ipoh-Padang Besar double-track railway project. He declined to elaborate further.

Market talk values the project at close to RM15 billion.

“ZON Bebas Pelabuhan Klang (PKFZ), Pulau Indah berjaya menarik 39 syarikat asing dan tempatan membabitkan pelaburan RM729 juta sejak penubuhan projek berkenaan November tahun lalu,” kata Menteri Pengangkutan, Datuk Seri Chan Kong Choy.
